then clicking second link to http://bit.ly/1a5s5O Then in that drop down there should be the things you are looking for under "freely licensed" or "public domain". The dropdown at http://en.wikipedia.org/wiki/Special:Upload is not that user friendly, but it's not that easy to get to either, unless you are familiar with special pages and/or have bookmarked it. I think the assumption now is the only people using that form would be expert users that might just prefer manual tagging and not going through the little path for newer people.
