Good question, it's certainly been raised quite a few times. I was
astonished how much opposition there was, the most recent time.

So, apparently the code has been written but not implemented on en
yet. It will allow this:

Some<ref name="foo" /> text.

...
<references />
<ref name="foo">Moo</ref>
</references>
