no it hasnt, As of at least Dec 1, 2009 it was not active. It was enabled for a short period just before that due to an error. Werdna disabled it due to problems and it was only recently enabled. mediawiki has supported general protection (and thus preventing upload) via the "edit" protection method. the recent addition that I am referring to is the "upload" permission that was added.
