Thanks to Luis for making contact! Thierry Carrez answered that the code to generate those graphs is at https://github.com/ttx/bugdaystats , and "There is a stats file refresh that runs regularly (like in a crontab) and then client-side code to generate dynamic graphs from those static stats."
