Ehm, if a file gets deleted 16 months after the move there is still a log entry from the change in the history of the article right?
But if CommonsDelinker should report a list of all deleted files on a wikipage people would be able to check them and restore the local versions when needed? Secondly we should also learn people what can and what can't be moved to Commons so we won't have the problem also.
