Hey all, Chris Steipp found a bug in CentralNotice yesterday and I've applied a modified version of his patch. He has asked me not to commit it to gerrit until Friday's security release.
I've applied that patch to wmf12 and wmf13. Please do not git submodule update the CentralNotice extension!
