Are you familair with https://www.mediawiki.org/wiki/Localisation ? That explains how MediaWiki i18n works in general, and it's very unlikely that new features would not use that existing mechanism. For UI elements, AuthManager will likely be suggesting i18n message keys for a form field label and for an API parameter description. Actual use of those keys would be up to the caller.
