I like the way you've phrased this.

The one change I would make is to de-emphasize "developers" by replacing
"all potential developers to be able to develop MediaWiki" with "all
users of MediaWiki to be able to shape MediaWiki".

I agree.  "enforced" is too strong for anything proposed so far (which
is simply that we need a governance model).  I was just trying to bring
up questions that would arise.
