Deployed on wmf cluster does not necessarilly means wmf has to maintain it. A simple example: [[mw:Extension:Josa]]. It's maintained by 3rd party developer independant from WMF. For example, (IIRC/AFAIK,) WMF has no staffs with Korean knowledge.
