Other updates:

* The text of the intro, "Principles" and "Unacceptable behavior" sections has been frozen. Thanks to everyone who helped discuss and edit these sections. See https://www.mediawiki.org/wiki/Talk:Code_of_Conduct/Draft#Fine_tuning_the_next_steps for details.

* The "Expected behavior" section has been moved, to https://www.mediawiki.org/wiki/Expected_behavior (a guideline) and (for one sentence) to the "Report a problem" section.
