Parsoid should be producing links relative to the base element, https://github.com/wikimedia/parsoid/blob/master/lib/wt2html/DOMPostProcessor.js#L321 which, as I understood, VE on the page ignores. Can you provide the wikitext that got saved and the subsequent html it's producing?
