The title of the RfC meeting says "review backlog".
Assuming this refers to code/patches and not tasks/bug reports, in my
understanding the linked task only refers to the latter - see 
https://phabricator.wikimedia.org/T78639#1910641 .

The proposed actions/sub-tasks are based on the Developer summit
