I wonder if we could create a polygerrit plugin and just display a daily or
weekly list of changes for users to review.

I like this, thanks for doing it. As part of the Stewardship push,
I've yet to start measuring/baselining responsiveness, this will help
bring attention to reviews that are languishing. I also like the fact
that you're specifying the stewards (or lack there of). Again, helpful
for me too :-)
