The 1.35.0-wmf.19 version of MediaWiki has been promoted for all wikis.[0]

Thanks to all that helped with remediation and re-deployment, but
particularly hearty thanks to James Forrester for his help sifting through
logs to identify the root cause and to Erik Bernhardson for implementing
fix.[1]
