Yes, I am using the scheduler but it does not give me the option to schedule
a "scandisk" type program or a "defrag" type program like W9x does.

Go to Start/Help and Support and search for "schedule defrag", click on the Microsoft Knowledgebase and in the list look for "How to Automate ScanDisk and Disk Defragmenter Using Task Scheduler", that should tell you how to do it.
