The printer is used, so it came with both cartridges. The wrapper has been peeled long time ago. These may in fact be the original carts and the printer was made in late 2000. So the ink may be dried, or all gone, but if so, I expected the diagnositc to show cart present but empty. Of course, not sure how the ink level is sensed, so a dried ink may still show some level present and be unusable. I would buy a new cart, but am afraid that there may be a problem with cart recognition and do not want to waste the money to find this out. Do not know anyone with HP 45 cart, that I could borrow for a test. Net search did not show much on this printer.
