Here's my variation of the rest of the joke.

COSTELLO:   How do I turn my computer off?
ABBOTT:        Click on "START".......
COSTELLO:   START my computer? I just want to turn it off.
ABBOTT:     No to go to START then Shutdown the computer.
COSTELLO:   Does this mean that I have to shutdown the computer to
start it?
ABBOTT:     No it means you have to START the Computer to shut it
down.
COSTELLO:   But START means START right?
ABBOTT:     In Windows it means START Windows
COSTELLO:   But I just want to turn the computer off not START
Windows.
ABBOTT:     START in Windows also lets you turn the computer off.
COSTELLO:   But don't I have to START Windows in order to shut it
down.
ABBOTT:     Yes!
COSTELLO:   Now you tell me!

The only reason I'm not laughing at this is that joke is older than I
am. 
Well not that old but fairly old but don't let that stop you. It use to
be 
every Friday someone would submit a joke & that hasn't happened in
quite a 
while but I don't know why.
