That's one of the 'Design Feature' possibilities for USB The device raises a flag on the interface when, and only when it is powering up. It notice the PC powering up, so won't raise that signal that tells the OS that it's there.

I checked through the administrative tools and it didn't turn up. I then did something I hadn't thought to do before, I turned the power off for the HD, turned it back on, and rebooted. Voil�. There it was. I done a couple of cold system reboots but didn't turn off the power to the HD itself. Go figure. All's well that ends well, I guess.
