Yep. I've just read it and my conclusion is that this law favors the banks
and credit card companies as you have said to suit their bottomline.

Only because Mark completely exaggerated the effect of the law.  I'm no fan
of it [I think it is excessively biased in favor of the credit card
companies to the detriment of we'uns], but it certainly isn't a "no one can"
