I was under the impression that if the merchant got an 'approval' number
from the CC issuer that they would not get hit for chargebacks...
As a merchant, I get an approval number. It is my choice to not do telephone 
or Internet credit card business. My customers have to bring their card in 
and show me their photo I.D. before I will swipe their card through my 
machine.
