OE does not put the > in front of quoted text if that text was formatted
with Quoted-Printable (aka 'flowed'). Check the headers of the problem
messages and it will reveal the type of text formatting.

Just noticed that in some replies, the original text is not marked with >.
I have it set to do it and use "reply using text".  Most cases it works, but
found a couple, where the original is not marked with >.  The original was a
text message, not HTML.  The mail client is not marked - some Univ. mail
system.
