It was this problem (and others) that led me away from the ATI cards. Too much of a royal PITA. The Nvidia cards I have found much easier to install / uninstall / upgrade.
I just upgraded my ATI X800 card & didn't have to reset the card to Standard VGA before upgrading so I don't know what you're talking about. When changing cards it's always advisable to change down to Standard VGA before upgrading the cards.
