If the system will not boot from floppy, and not even try the floppy drive, and you have not played with the floppy connections, have disconnected the hard drive interface cable, and set the BIOS to boot from the floppy:.
Then its almost certain that the BIOS, or motherboard is naff, You could try downloading the latest BIOS update from the board maker ( using a different PC ) - but if the system won't start booting from floppy, CD or hard drive, then you ain't going to be able to install the update.. Only other possibilities - flat battery may be stopping the BIOS functioning - but if you can change and save settings, that's unlikely to be the problem..
