Wayne,
WinXP home SP2 with IE.6
I get a warning box with the option to click 'install' but there is no bar
across the top of IE. I have seen that bar so I know what you are referring
to. But it doe not come up in this case.
What does it mean when I do not see the bar?

What version of Windows? What Internet Browser & version ?
If it's XP Sp2 with IE 6 then you should get a warning about downloading
ActiveX & at the same time a new bar across the top of IE that when you
click on it that allows you to download & install the ActiveX Control.
