One (or more) of the settings is at fault... not unlike the problem in W98 when
you hide drives with it (I know it involved drives) and it caused a behavior
that was different than expected - but I forget the exact details since it's
been so long since I used 98. There are two or three similar problems (that I'm
aware of) with the new version on XP and if the user forgot they made the
change with tweakui or if the annoyance is a side effect of the tweak, you end
up chasing geese...

This is all news to me & I've never had a problem with tweakui nor has any
of my clients but of course I don't bother ask if they have it installed
because I'm usually the one that did the installation. Relying on users to
be able to answer what they have on their system is useless. How many
Lusers have multiple copies of Acrobat Reader on their system? The only
problem with tweakui is that is not automatically installed in the Control
Panel like it use to be.
