From what I've been reading, it seems ICS on win2k will only work with the 192.168.0.x scope, is this correct?

Perhaps the following will help:

 Windows 2000 Internet Connection Sharing
  Advanced Configuration

Installing ICS using the default values (like: IP-address 169.254.0.1 for the Windows 2000 ICS-host) works fine for a home-network, but in an office setup, there is most often already a range of IP-addresses defined, so there is a need to configure ICS to use non-default IP-addresses. As for Windows98SE, a change can only be made via a Registry editing.

I searched the registry for "169.254.0.1" and found it as part of the Adapter settings:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TCPIP\Parameters\Interfaces:
key: IPAddress
