Thanks for the insights Bob.

Tried to access what limited BIOS Dell provides the user with access to.
Tried changing the AGP Aperture from 128 mb to 64mb but to no avail.
Fortunately, I had a spare video card from another build project (MSI
FX5200) that I tried and it worked. Installed the View Sonic driver and all
seems swell.

Check your bios at boot to see if you can adjust the AGP/PCI Frequency.

If so change it to manual.

Next Set AGP/PCI Frequency (MHZ) to 66.66/33.33.

I was having a similar problem with my Viewsonic LCD and an earlier 
Viewsonic CRT, ATI Video Card, and ASUS motherboard and the above solved it 
for me.
