That can be caused by many things, such as excessively long lines, lines in poor condition, interference (EMI/RFI), loading coils, bad splices, etc. Also, when the lines are bad, cheaper Winmodems tend
to work less well than the more expensive modems.
Before broadband, my laptop dial-up modem would typically
get 24.6 kbps, while my desktop with an external USR modem
got 44kbps on the same home phone line.
