They can build their own XP Install CD from the CD that you provide them just as long as they don't distribute them. Once you've turned over the system they own the CD so a customer can produce WinXP CD if they so choose. Many OEMs include the XP install files on the HDs & provide no media what so ever & if what you were saying is true then they would not be allowed to copy those installation files to a CD & that simply is not true.
