Here's how I manage it, to eliminate most surprises:

1) open one IE window.

2) if necessary, click the "restore" icon in the upper right corner 
of the window (the center icon of the three system icons) -- to make 
the IE window  NOT  full-screen sized.

3) drag each of the four sides of the IE window until it IS (as near 
as possible) full-screen sized.

4) "Restore" the IE window to Maximum full-screen size (using that 
same center icon of the three system icons -- in the upper right 
corner of the IE window).

5) Close the IE window.

6) And, as Andy wrote:

   "Always make the last browser window you close be one that is
    maximized to full screen."


( You will ALWAYS obtain, and maintain the full-screen mode, if 
the last IE window that you close is full- or near-full screen 
sized -- in BOTH of the "Restore" modes -- as described above. )
