Some Intel CPUs self-adjust their clock rates slower when the CPU is overheated, to prevent chip damage. So a mis-mounted heatsink or failed fan could show up as slow operation.
There's just so many things that can be reliably diagnosed over a mailing list. "Slow performance" by itself is hard enough when the hardware is OK, but with the hardware in question, the best advice is to find another local service tech or store which can diagnose the problem.
