If the fans are working then the MoBo is telling the PSU to fire
up. If the MoBo is telling the PSU to fire up, maybe it's OK? My
thoughts are that the 5v side of the PSU is fried.

They are not getting any startup - so MOBO has probably had it
The MOBO may have taken CPU and memory with it
I'd suggest that a new Motherboard is start point
Then, you have to consider the cost if you cannot get a replacement
motherboard that will run your CPU and memory
Plus the possibility of additional cost if you get a motherboard, and
find
out the CPU and/or memory no longer work
New PC time?
Visit repair shop with test gear / or swap-it facilities
