For me it says "current default mailer cannot fulfill request".
Since you are also using Pegasus, maybe that's the problem.
Or did you try it with Outlook or Outlook Express?

FWIW
I tried to resize in W2000.
It only reduces the size by less than 20%.
This really is not worth it.
I use a little program called Photo Resizer Free.
It reduces it down to 30 or 40 kb.
