The hierachical structure for C:\Documents and Settings is and this varies from 
PC to PC dependent on the number of users you have:

 C:\Documents and Settings
   \Administrator
   \All Users
   \Application Data  
   \userid      - of which you are currently signed under for administrative 
rights if you are the single user
  
Other users as assigned folders per userID

    Inside of UserId folder there are the folders and others depending on the 
applications that are installed
 \Application Data
\Cookies
\Desktop
\Favorites
\My Documents
\My Music
 \My Pictures
 \My Video
\Printhood
\SendTo
\Start Menu
\Templates
\UserData
     
If you are local to PC there are the folders and others depending on the 
applications that are installed on your PC

C:\My Documents
\Favorites
\My Music
 \My Pictures
 \My Video
\My Webs
\Shared Documents
\Shared Pictures
\Shared Music
\Temp


If you are attached to a network domain
N:\My Documents
\Favorites
\My Music
 \My Pictures
 \My Video
\My Webs
\Temp

Note: If you are connected to a network domain, the Shared Documents, Shared 
Pictures, and Shared Music folders are not available.

If that were true, wouldn't I see "newuser" in CP's "User Accounts"?
