Being fairly careful with the wording - note the caveats 'shoulds' etc.

An Icon represents something.

Within Windows, in windows explorer it frequently, but not always indicates
the program that windows would run to process the file if you
'double-clicked' on an appropriate portion of the file entry, or selected
the file and pressed enter.

On the desktop, it is usually representing a shortcut to a program, process,
or location
That is something that Windows can run, or locate and use if you
double-click or otherwise indicate to windows that it should activate the
entry -
e.g. using the mouse to drag a file onto of the icon as shown on the
desktop.

If, in a standard, and normal/usual  setup of windows you use the right
mouse button and click on the icon you should expect to see a list of
processes and other things associated with that icon
One of those should be Properties - selecting this should get windows to
show you more detail as to the item  represented by that instance of the
icon, in that place.

And I would be somewhat concerned if A utility installation required the use
of the Windows CD on my system -
What was missing or corrupted,
how did it go missing, or corrupted,
Is the version installed from the CD properly patched to be safe to use with
your current instance of windows, as patched and fixed
