This is new to me, so all I know is what the site http://u3.sandisk.com/ says:

"What is U3? Welcome to an entirely new generation of Mobility. Going beyond
typical memory devices, U3 smart drives give you the power to take your favorite
programs wherever you go. Now, in addition to storing music, photos, and
documents
you can store and run software programs and carry with you emails, calendar,
personal preferences and the means to interact with them. Enjoy true mobility
and
personal computing anywhere you go.

You can use U3 smart drives like a standard USB drive for copying and
transferring
files and documents. You can 'drag and drop' files from My Computer or Windows
Explorer as before. But if you want to enjoy true mobility and Programs on the
Go
then you will find U3 as the ideal solution for carrying your complete personal
workspace wherever you go.

U3's Vision - We envision a world in which people carry their "personal
workspace"
with them - not just files, but software programs, preferences and the means to
interact with them - enabling a private, personalized, protected and portable
computing experience on any computer. This offers true freedom of mobility and
delivers on the promise of personal computing anywhere."

I wasn't thinking of booting from the device but just using apps on the device.
Again, I'm going by what SanDisk U3 seems to be offering...

Hmmmmm, I didn't know about the different ways to lockdown a system. Apparently
the
limited use systems my friend talks about will (for example) allow USB devices
for
copying data files (eg, word processing) to be used in other locations. As well
as
libraries, computer labs, etc. the newspaper article refers to hotel computers
and
public computers generally.

Hmmmm, did you mean "USB" drive when you say "HD" above?

Thanks for the reminder. I'll look ^^^^ and not further bother the list with a
repeat question. :-)
