None of these files SHOULD be needed for longer than the end of the current day, and a reboot, whichever comes last.
However some applications are 'naughty' and will create subdirectories in locations that should only be used for temporary storage so do not just delete the entire contents of 'TMP' locations if you are in the middle of installing software, applying updates, or may need to look at logs/recovery files Other than that, - you should have no problems deleting any .tmp file that has a timestamp prior to your last boot.
