My husband had this problem with his laptop a couple of weeks ago.  I found
this fix in the MS database:

RESOLUTION
To resolve this problem, register the Ole32.dll file. To do this, follow
these steps: 
1. Click Start, click Run, type the following command in the Open box, and
then click OK:
 
Regsvr32.exe %Windir%\System32\Ole32.dll

2.In the RegSvr32 dialog box, click OK. 

It worked for him.

A friend has a new Toshiba notebook. It came pre loaded with Office 2003. 
 
Today, she could not get Outlook to open. She got a message that Outlook
could not Access the PST file. 
 
I found the PST file was marked Read-Only. I changed that and Outlook opened
as if it were normal. We hit the send/receive button and got an error
message that she did not have permission for that task.
 
3 days ago, she had no problem. 
 
The help system talked about setting and changing the permissions for
different tasks and tells me all the things you can set, but I cannot find a
way to get to a dialog box that said anything about setting or altering or
granting permissions.
 
Can anyone offer some insight into this?
