I believe that is a known bug. Happens to me from time to time,
especially when hovering over the clock to see the date; sometimes the
tips don't come up at all unless the taskbar has focus. Not much you can
do about it. It's not really worth a reboot just for that IMHO and it
usually goes away again on it's own.
This bug is related to the settings on the task bar. I have my task bar set
to autohide and always on top and I get this problem periodically. The quick
fix is to go into your task bar properties and turn off always on top and
auto hide. Save this and check that the tooltips are displaying properly
again. Now go back into the properties and turn the autohide and always on
top back on and all is well until the next time!
