Way back - Win 95, or earlier - DOS 3 or 5 perhaps and Win3.1 time perhaps. The code in the partition boot sector (as in sector 0) on a floppy was amended to look in the directory for the ??bios.sys file, rather than assuming it was the first file in the main directory that was just after the file allocation tables.
And - sector 13 on a drive would have really confused things as that was probably part of one copy of the partition FAT.
