Incidentally, the Vista version of OE (to be called Windows Mail)
has an option to start replies with the cursor at the bottom of quoted text.

If this is not the default setting it's still no good as most people do not change the defaults. Ask McAfee how much trouble one can get into for not changing the defaults. McAfee's good name went straight to mud with the Screen [Saver] Scan was enabled by default in one of their versions & even tho it's not the default setting any more almost no one that jumped ship acknowledges that was the problem. It's easier to jump ship & complain than it is to really work with an app until one gets the settings tweaked. Some may say that's what I'm doing with Outlook but most of you know that's not true as I've tried very hard to conform to the MSFT rules to the point I wanted in on the beta so I could learn more in case I was missing something. 9 out 10 times I wasn't missing anything. Heck, IMNSHO Xp would be crapola if I couldn't tweak the heck out of it. It wasn't a week after Xp came out that I got it to crash my whole system as I tried moving system folders around to my liking then came along an updated tweakui & other tweaking apps.

Is there a tweakui for Vista?
Can one still use a Classic Windows Interface?
Is there better user control?
etc. etc. etc

I know where I can find this info does everyone else on this list ? While Google & Ask are your friends there are some sites that are better than others.
