There is a Files and Settings Transfer Wizard in XP.  It won't
list the settings but will transfer them.

Belarc Advisor and SiSoft Sandra list a lot of settings, but
not necessarily all the ones you are seeking.

Also Everest Home Edition. It's no longer available but I can put a copy where you can ftp it.
