If your ISP is also running your email store then:
send yourself an email with a 30Gb attachment:
Time how long it takes to go from the outbox to the sent
( how long the lights on the modem are going 'well' indicating the message
is being sent!)

Then do a receive - and time that

Calculate 10 bits of transmission per byte of data,
and that should give you an idea of the speed of the uplink, and downlink
speeds at that time.

The problem with going further than your ISP is that you will also be adding
in the transfer on time from your ISP to the next in line, together with any
delays they have in their connection, negotiation, buffering etc.

An 8Mb connection is not used much 'talking' to your bank's system if they
are running 500 'concurrently connected' links to users through a 56Kb link
The other end is probably only passing your link data at an average of 100b
so your link is 'idle' for 99% of the time..
and then there is the question of contention for your link -
a link sold as 'Up to 8Mb', but with a contention factor of 50 means that
there could be just you using the link, or you could be sharing it with 50
other users - that's 160Kb each ... assuming the 'UP to' bit isn't actually
1Mb -
(As they say experience the real thing - and the advertisement that a
dandruff shampoo will get rid of up to 100% doesn't mean it will get rid of
any.. but no one can claim to be able to get rid of more.)
