Skype for Windows is very accessible compared to what it used to be though I suggest you take a few minutes to have a good look around the Application and take some time to learn a few keystrokes, a good one to know is ctrl-w which closes Windows.
Also turn on enhanced accessibility I think the option is and you might want to go into the advanced options to set up hotkeys for answering calls, hanging up calls and so on. I've tried Skype For Windows with 3 different Screen Reading packages and all work well with the software.
