Two Simple Qs ?

Hi all,

As most of you know, the client needs to send some requests to accomplish some special tasks which could not be handled by the client itself.
Qs:

1. Why this could not by the client itself ? [may be it is better to save memory by centelizing the shared code in the server ]
2. How and when the server is loaded?
