Cannot reproduce: I'm on ArchLinux 32 bit. Did you install 'wine' and 'wine_gecko' from repositories? I regularly compile and use git and install it directly: I've never had failure in loading ssl3.dll. Try to recompile wine from ABS or wine-git from AUR.
