That's how I'd read the 4-clause BSD license.

of the code so that it didn't put its increased licence implications on people potentially re-using
that code in the future, as has happened with that of libpcap and tcpdump)

Much of the WinPcap/WinDump code *is* the code of libpcap and tcpdump, so most of the increased license implications are inherited from libpcap/tcpdump, and you'd have to get it fixed there - WinPcap and WinDump can't remove those restrictions (unless new code is written to replace the 4-license code - but, in that case, unless the license doesn't work with the license on the remaining code, or the resulting code isn't as good as or better than the former code, that code'd be best included in libpcap/tcpdump with WinPcap/WinDump picking it up).
