Why do you limit yourself by "the absence" of client?


EAP (802.1x) is becoming as ubiquitous as PPP or a browser.
Your SSL/VPN is still using a client though: the browser
(if you think of new wifi/cellular phones, they will be more friendly
to EAP-SIM than any browser...

I'm not some 802.1x evangelist in an OS agnostic world,
my requirements are the same as yours...but I couldn't pass
802.1x. It will become the de-facto standard for authentication/encrypt.
just like PPP was/is for Dialup.
