The "Peer to Peer Blocking Mode" setting can be enabled/disabled under
the Controller/General settings.

For what it's worth, we just had a demo of WCS/Cisco LWAPP, and I
distinctly 
recall a configuration setting (don't remember where -- likely
controller 
configuration) that enabled/disabled peer-to-peer wireless
communication... It 
was on a screen with a ton of other Enabled/Disabled pull-downs...
