I have provided a “guest” account for these types of activities which is shared 
to venders for specific occasions.  Removes the need for the “open” network.

Depending on how someone reads the definition of a "telecommunications 
carrier", the Celea (Communications Assistance for Law Enforcement Act) of 1994 
may come into play.  It may be a good point for your argument.

Has anyone had to deal with administration requests for completely open,
unauthenticated WiFi with no captive port auth for guest access to use
during events or generally?  What arguments do you use against this kind
of deployment?  We are in a city and do not wish to become the ISP for
surrounding neighborhoods.
